I unplugged the controller and shut the machine down. To test, I removed the controller and re inserted it, still good.
As the machine booted up, the driver was installed and all was good. Leaving the controller connected to the USB port, I rebooted the machine.
Trying to go through the Manual Driver update is fruitless and just hangs device manager. I installed the driver pack and connected the controller.
